As Managing Director of Financial Services, Bill oversees the Rhode Island Industrial Facilities Corporation bond issuance (RIIFC), Rhode Island Industrial Recreation-Building Authority mortgage insurance (IRBA), Renewable Energy Fund (REF), State Small Business Credit Initiative and the Small Business Loan Fund (SBLF) programs. Bill manages the administration, business and policy decisions of the various financial services programs to assure compliance with board actions and policies.

An advocate for small business owners in Rhode Island since 2005, she has dedicated a substantial portion of her career to teaching business courses and offering volunteer legal consultations at the Center for Women and Enterprise and the Rhode Island Small Business Development Center, among other institutions helping small businesses in the State.
